John Rennie Short is a Professor in the School of Public Policy, University of Maryland Baltimore County. He has published widely in a range of journals and is the author of 50 books. His work has been translated into Arabic, Chinese, Czech, Italian, Japanese, Korean, Persian, Romanian, Spanish, Turkish, and Vietnamese. A Flawed Democracy

Each year, The Economist publishes a Democracy Index. The 2022 edition listed 167 countries ranked on metrics of five dimensions: electoral process and pluralism, the functioning of government, political participation, democratic political culture, and civil liberties.
